What are the limitations?  

The Azure savings plan for compute can only be applied to App Services under Premium v3 plan and the upgraded Isolated v2 plan. App Services under older plans, Free and Basic do not have savings and are only available as pay-as-go pricing.

How does Usage AI help save on Dedicated Host?

Savings Plans apply to the physical server level as well, but provide more flexibility compared to traditional Reserved Instances. SPs allow you to commit to a certain amount of compute usage over a one-year or three-year term, rather than committing to specific VM types or series. Unlike RIs, which are tied to specific VM types, SPs provide flexibility to switch between VM types, sizes, and even different VM series within the dedicated host. This can be advantageous for dynamic workloads or changing requirements.
